== History == Prior to the 20th century, governments rarely made a major effort to proscribe recreational drug use, though several smoking bans were passed by authorities in Europe and Asia during the early modern era. Tobacco and opium were the two first drugs to be subject to prohibitory government legislation, with officials in New Spain, the Ottoman Empire, Germany, Austria and the Russian Empire passing laws against smoking tobacco; the government of the Qing dynasty issued edicts banning opium smoking in 1730, 1796 and 1800. Beginning in the 18th century, the East India Company (EIC) began to smuggle Indian opium to Chinese merchants, resulting in the creation of an illegal drug trade in China. By 1838, there were between four and 12 million opium addicts in China, and Qing officials responded by strengthening their suppression of the illegal opium trade. Incidents such as the destruction of opium at Humen led to the outbreak of the First Opium War between China and Britain in 1839; the 1842 Treaty of Nanking ending the war did not legalize the importation of opium into China, but Western merchants continued to smuggle the drug to Chinese merchants in ever-increasing amounts. The 1858 Treaty of Tianjin, which ended the Second Opium War, stipulated that the Qing government would open several ports to foreign trade, including opium. Western governments began prohibiting addictive drugs during the late 19th and early 20th centuries.
The oubli plant (from which the protein was isolated) grows in Gabon and Cameroon where its fruit has been consumed by apes and local people over history. Due to brazzein and pentadin, the berries of the plant have exceptional sweetness. Locals call the berries "oubli" (French for "forgot") in their vernacular language because their taste is said to encourage nursing infants to forget their mother's milk, as once babies eat them, they may forget to return to their mothers.
=== Effects === Behavioral effects can vary by dosage. Low doses produce numbness in the extremities and intoxication, characterized by staggering, unsteady gait, slurred speech, bloodshot eyes, and loss of balance. Moderate doses (5–10 mg intranasal, or 0.01–0.02 mg/kg intramuscular or intravenous) will produce analgesia and anesthesia. High doses may lead to convulsions. The drug is often illegally produced under poorly controlled conditions; this means that users may be unaware of the actual dose they are taking. Psychological effects include severe changes in body image, loss of ego boundaries, paranoia, and depersonalization. Psychosis, agitation and dysphoria, hallucinations, blurred vision, euphoria, and suicidal impulses are also reported, as well as occasional aggressive behavior. PCP may induce feelings of strength, power, and invulnerability as well as a numbing effect on the mind. Studies by the Drug Abuse Warning Network in the 1970s show that media reports of PCP-induced violence are greatly exaggerated and that incidents of violence are unusual and often limited to individuals with reputations for aggression regardless of drug use. Although uncommon, events of PCP-intoxicated individuals acting in an unpredictable fashion, possibly driven by their delusions or hallucinations, have been publicized. The TIGAR enzyme will hinder the forward progression of glycolysis, by creating a build up of fructose-6-phosphate (F6P) which is isomerized into glucose-6-phosphate (G6P). The accumulation of G6P will shunt carbons into the pentose phosphate pathway.
Most directly, the 3 September 1984 march was a response to rent increases in the Vaal. In this context, rents included basic housing rent as well as service tariffs and levies, paid to local councils, and they had quadrupled in Vaal since 1977. By 1984, the Vaal Triangle was the most expensive black area in South Africa. The lowest rents in Sebokeng, for example, at R50 per month, were the cheapest in Vaal, but were still higher than the highest rents in Soweto, at R48 per month. Jeremy Seekings argues that most violent confrontations in black townships in the preceding years had, similarly, been driven largely by discontent over local issues, such as rent increases, shack demolitions, or (a particularly emotive issue because of the Group Areas Act) increases in the cost of transport to urban workplaces. The Black Local Authorities Act of 1982, moreover, had fused these local grievances with the indifference and discontent that was popularly directed at black local councillors. The turnout in the 1983 council elections was exceptionally low, at 21 per cent – 10.7 per cent in Soweto – suggesting little buy-in to the council system. However, even many of those who had no principled objection to the Black Local Authorities grew disenchanted in 1984, as local councillors elected in 1983 broke their campaign promises and raised service charges.
